(Ambiya') 21 : 6
مَا آمَنَتْ قَبْلَهُمْ مِنْ قَرْيَةٍ أَهْلَكْنَاهَا ۖ أَفَهُمْ يُؤْمِنُونَ
None believed among the cities We destroyed before them; so, are these people going to believe?
Impartial Lord does not destroy a city until all its inmates become transgressors and wrongdoers by hiding and rejecting Adhikr as explained in verse 6: 47. The Arabic Quran reading Fujjar who neither utilize Adhikr nor give It to others are the transgressors and wrongdoers as explained in verses 2: 99; 5: 45, 47-49, and 51. These hypocrites and their followers are deaf, dumb, and blind towards Adhikr in this world, so that they will be dragged prone on their faces into Hell as deaf, dumb, and blind as explained in verses 17: 97-98 and 25: 34.
